Expert Memorandum: Rational Addiction Policy for Central and Eastern Europe
The Institute for Rational Addiction Policies, the Institute for Mental Health and Addiction Studies and ARAS – the Romanian Association Against AIDS present the expert memorandum Rational Addiction Policy for Central and Eastern Europe. The document responds to the growing challenges shared across the CEE region, including changing drug markets, uneven access to health and social services, and increasing pressure on care systems. Drawing on the examples of the Czech Republic and Romania, it shows that modern addiction policy does not have to choose between public health and security, or between prohibition and deregulation. Instead, it can regulate according to the actual level of risk, protect young people, strengthen harm reduction, and build on data.
